Add a Render Blueprint for the static site

- Free static site: npm ci && npm run build, publish dist
- Node pinned to 24.9.0 (NODE_VERSION and .node-version), as used locally
- Cross-origin isolation headers matching the Vite dev server; Hugging Face and jsDelivr loads stay allowed (CORS, and CORP on jsDelivr)
- Long-lived caching for hashed assets, no-cache for the page
- Unknown paths rewrite to index.html (Render skips this for real files)
