Fail a step on any failing line, check files from where the step started

dbt step 3 is five lines. Its pip install failed, but the step passed on the exit code of the last line. Steps now run with set -e. A file check after a step that ends with cd now looks from the step's start folder, which fixes a false failure on the MkDocs quickstart. 38 live tests pass.
