Business plan sets the agent's cost cap per tier

firstrun econ reads every firstrun.run trace from neatlogs and writes business/drivers.csv for cfo.ai plus business/unit_economics.json. A 70% margin floor turns price and runs per month into a cost cap per run. firstrun run --tier NAME loads that cap into the executor and the recovery agent, so the budget GUARDRAIL span stops a run that passes it.

64 traces: mean $0.0167, p95 $0.0508, max $0.1014 per run. The old fixed $0.50 cap allowed -403.6% Scale margin. Scale cap is $0.0280, and 25% of measured runs cost more, so the plan offers two repricing options.
