Add interactive wizard to `entire repo create`

With a name and --project the repo is still created directly. Missing
either, a terminal gets a paged wizard (project → name → visibility →
advanced → object format → summary) modeled on project create,
seeded from whatever was given; no terminal is refused before any
request.
- Only projects the caller can create repositories in are offered; a --project naming none of them fails before the form.
- The name is checked against the chosen project's repos, loaded in the background; a 409 at create reopens the wizard.
- New --visibility flag (wizard default private), applied after the
create since the endpoint takes none; a failure keeps the repo and
prints the
repo editthat finishes the job. - Output names the repo as <project>/<repo> and prints next steps: clone it or point origin at it, then mirror it.
