checkpoint: add Push and PrimaryFetchableFromOrigin

Push lists the refs that get pushed to the user's remote. PrimaryFetchableFromOrigin reports whether Primary appears in Push — the gate for "origin tracks this ref." Both topologies populate Push with the v1 branch.
