Let the repo create wizard prompt under --json again

Aligns with project create and the grant add convention: the form renders on stderr or the controlling terminal and stdout carries only the result, so --json still prompts in a terminal. A run without a terminal is refused as before. Pinned by TestRepoCreateWizard_UnderJSONPrintsOnlyTheObject.
