test(transport): run cold-path failover test in parallel

Add t.Parallel() to match the file convention. The test uses only per-test httptest servers and local state, and its closest analog (TestOnNodeFailedCalledOnConnectionError, which also asserts a failed-node callback fires off a closed server) is already parallel.
