Guard the turn-end fallback snapshot against ended sessions

A Stop arriving after the session ended, with a change detection did not see, wrote a checkpoint to the ended session (or could recreate removed state). The no-detected-change turn-end path now saves with ExistingSessionOnly too; SaveStep reports ErrNothingToSnapshot for an ended session and the turn ends through the checkpoint-less tail.
