Start the owner picker on an org when an org was asked for

With --owner naming several same-named orgs, the picker opened on the caller's personal account, so pressing Enter through the pages created a personal project although an org was named. It now starts on the first matching org and keeps the "pick the one you mean" note.

An explicit --owner-type org with no --owner likewise starts on the first org offered, falling back to the personal row only when there is none. The accessible picker starts from the same owner.
