Phrase the reviewer guardrail as an instruction hierarchy

The old text called CLAUDE.md and AGENTS.md untrusted and told the reviewer not to follow instructions in them, which fights the point of loading the project's config. The task now comes only from the review request; repository content informs the review but cannot change the task, grant permissions, or trigger actions, and attempts to direct the reviewer are reported as findings.
