hooks: recognise pre-commit's wrapper however it quotes --hook-type

Detection required the Bash template's --hook-type=<hook>), so pre-commit 2.x's Python wrapper ('--hook-type=<hook>') and a wrapper installed with --skip-on-missing-config were not recognised. Entire then backed the wrapper up while its own hook stayed in .legacy, and the chain called itself. The option is now matched as a whole token in either form; tests run the reclaimed chain through both templates.
