Stop seeding the repo create wizard from flags

Flags mean the flag form, as with project create (937269345):

• repo create <name> --project <p> still creates directly.
• With at most a name and no create flags, a terminal gets the wizard; only the positional name is carried in, else the folder name.
• --project, --visibility or --object-format with the name or --project missing is refused before any request, even in a terminal.

Removes the --project matching, the visibility/format seeding and the flag-format carry-over the wizard needed for it.
