Stop seeding the project create wizard from flags

Flags now always mean the flag form. The wizard opens only without
flags: bare, or with just the name, which stays the name field's
starting text. A flag with a missing name or --owner is refused before
any request, even in a terminal, as repo mirror add refuses --cluster
without a repo and dispatch opens its wizard only with no flags.
That drops matching --owner against the picker rows, the --owner-type filter and its errors, the same-named-org note and pre-selection, and the pinned --region with its validation. The wizard starts on the first owner row and that owner's region.
The summary's Command row now says why an owner has no --owner spelling: an account with no handle, or a name another of the caller's orgs shares, which may be one the picker hides.
