coreapi: refresh the vendored core spec for the GA detach docs

core 6071f2755b dropped the admin-only wording from the detach API: the checks apply to the caller, requestedBy is an optional platform-admin override, and a non-resumable stall is resumed by an admin of the repo's project or a platform admin. Only doc comments change in the client.
