Say refused where the code refuses

A comment directly above the line that rejects a bare acme/web said it "is answered with BOTH spellings", which reads as accepted for either forge. It is refused; what is doubled is the SUGGESTION:

The review named repo.go. The same sentence had been copied into TestRepoView_NamesARepoOneWay's doc comment, so the test describing the grammar was as misleading as the code implementing it; both say REFUSED now.
