Keep --json scripts off the wizard and skip visibility on failed repos
Commit

- --json with a missing name or --project is refused like a run with no terminal, so a script under a pty never hangs on a form.
- When the readiness wait fails for a reason other than the deadline (provisioning failed, readiness unreadable, interrupted), the visibility write is skipped and the command says how to set it once the repo is active, instead of adding a second error.
- A 409 from the create reopens the wizard with the server's reason rather than asserting the name was taken: the endpoint does not document name clashes as its only conflict.
