Describe the Claude Code stop sentinel as legacy

Current Claude Code doesn't write hook_progress entries (none in 60 recent local transcripts on 2.1.289), so the stop-hook sentinel never matches and the size-stability fallback ends every turn-end wait. Reword the comments to say so, and drop the #2656 test that pinned stop-failure matching the sentinel: it guarded a fast path that never runs.
