Pin the re-home invariant across every hook-time entry point

For the own-commit, turn-boundary and no-step turn-end re-homes, and every shape of pending work (none, files or tasks recorded in the new tree, at home, in several trees, before locations existed, shadow steps): a session moves only when nothing pending belongs to its old home, and a move never drops, rewrites or relocates the pending work itself.
