Add interactive wizard to `entire project create`

With a name and --owner the project is still created directly, with no prompts. Missing either, a terminal now gets a paged huh wizard (owner, name, region, summary; Shift+Tab goes back) seeded from whatever was given; without a terminal the command is refused before any request.
- Owner picker lists the caller's account first, then only orgs whose canCreateProject is set, by name or provider:handle, never by ULID.
- The name defaults to the argument or the repo folder and is checked against the owner's visible projects, fetched once up front.
- The region defaults to the owner's jurisdiction and follows owner changes; the summary shows the equivalent flag command.
- Success lines name the project as owner/name, never by ULID. A ULID --owner is still accepted but no longer documented.
