dispatch: use testutil.WriteFile in mode_local mirror test helpers

Replace inline os.MkdirAll + os.WriteFile with testutil.WriteFile (which creates parent dirs) for the cwd settings write in TestLocalMode_ExplicitRepoResolvesMirrorOptInFromTargetRepo and in writeV1CustomRefMirrorSettings. Test-only cleanup; no behavior change.
