Report an ignored checkpoint_remote the same way in enable and status with pushing disabled

enable returned before judging the store when push_sessions was false, while status reported both an ownership refusal and a store the fetch side declined for another reason. Both commands now take the verdict from one function, ignoredCheckpointRemote, and enable judges it against the read path the way status does.
