Check project names against every visible owner in the wizard

Project names are unique across owners (resolveProjectByName relies on it), but the wizard's duplicate-name check only looked at the chosen owner's projects. A name another visible owner already uses passed the check and failed only at the final create. Any visible project of that name now blocks the page, and the message names who holds it.
