Stop redacting Claude tool-use ids and Codex agent_message ciphertext

The entropy layer redacted Claude Code tool-use ids (toolu_01 + 22 base62) wherever they appear in free text, such as <tool-use-id> in task notifications, which breaks linking a notification to its task record. Exempt an entropy match only when the whole match is exactly that shape; a secret glued onto an id forms one longer match and is still redacted, and every other layer still scans the id.

Codex multi-agent agent_message items carry a session-bound Fernet ciphertext as an encrypted_content content part. Strip that part in the sanitizer, in place, like reasoning payloads, so the readable parts and the line survive instead of being entropy-redacted.

Bump configFingerprintVersion so cached redaction output is not reused.
