refactor(review): take the reviewer's hooks from the installer, leave hooks.go alone

The review launch needs Entire's lifecycle hooks in its own settings file, and this PR got them by refactoring the installer into a shared hook list. That changed code every user runs on entire enable for a review-only fix.

installHookEntries only transforms the map it is given, so the review launch now runs it against an empty document and uses the result. The reviewer's hooks are what the installer writes by construction, and hooks.go and hooks_test.go are back to main. The inventory test now compares against a real install on disk.
