Include re-pointed untracked symlinks in the turn snapshot

A pre-existing untracked symlink the agent re-points during a turn (ln -sfn) changes its own mtime, and snapshots store a link as its target text, so it belongs in the snapshot like a regular file. Other special files are still skipped.
