Set the requested visibility even after the readiness wait times out

finishRepoCreate applied --visibility on the context whose --wait-timeout deadline the readiness wait had just spent, so a requested visibility was never attempted after a wait timeout. The write now gets its own short budget when the deadline (not an interrupt) is what ended the wait.
