Address review nit: drop the composed predicate kept alive by its test

replicateCanBootstrap had no production caller left once the route started checking the two halves separately. Rather than reintroduce a redundant map walk to keep it used, it is deleted and its test retargeted at pruneDeletesNothingInScope — the half that test was always really about.
